The requirements for the quest are actually needed to craft 
enchanted lyre.
To complete the quest without the required skills you need to acquire the item as a drop from one of the three available npc from which lyre drop in Rellekka.
Npc are located in the city according to the map below:
The table below shows the drop rate for each npc from which you can get lyre.

however, remember that this is only an option. Most people who have done the quest - find that it is faster to get the required skills, so it is all up to you and your decision.
