Boots of Lightness
The main advantage of shoes is that they reduce the weight of your character, so you increase the time you move by running.
The only thing required is a knife or an weapon that will allow you to slash the web.

Once you have reached the place, go down the ladder that is located there, and then follow the route outlined below:
Then climb-down stairs to get in to the lower level:
Finally you will appear in a room with shoes on the ground at the end of it. To get them, cut off the cobwebs and pick them up.
